Hi, Ahmed :) and Dear Torsten :)
Am I right saying what you can write below:

In the sentence with no comas, the fragment: "who has been to England" is basic information about one of your friends.
Try to imagine following situation: I know you've got some friends: one of them has been to France, onother one has been to Greece and third one has been to England :)
So you inform me: "My friend who has been to England is a doctor" as you want me to know whose of your friends is a doctor. You know that I can't mention your friends by their names. The only thing I know about them is information of where they have been to.
However, in quite similar statement but with comas in it, the words "has been to England" is an additional information about your friend. You want to reveal that your friend is a doctor and by the way you talk about his journey. :)
Have I complicated this issue, Torsten?

You got it exactly, Lea.

With the commas, it's extra information. As you say "by the way, he's also been to England."

Without the commas, it's restrictive and identifies which specific friend you mean.

Hi Ahmed,

Please read present perfect progressive vs. present perfect. As for the plural of 'advice' it doesn't exist since advice is an uncountable noun: advice is uncountable

Before you continue to ask questions at random, I'd like you to study this: Grammar Section

Finally, you should really work on your spelling: How to improve my writing skills

Best regards,
Torsten
