Hello everyone

I'd like to ask if the following sentence is understandable:

The only ground for putting out mass media products is a certificate of registration.

The intended meaning is as follows: a mass medium (for example, a newspaper) can work/operate, i.e. issue its copies only if it has a certificate of registration.

.
'Ground' (usually plural) is the wrong word choice here; it means 'reason'.

The requirement for putting out mass media products is a certificate of registration.
