Hi Roman
Basically, "the weather" refers to things such a temperature, precipitation, wind, etc in a particular place, at a particular time.
Without the word "the", the word "weather" is no longer specific. It is general. For example, I might say that "meteorology is the study of weather". In this case, the reference is not to weather in a specific place and at a specific time, but rather to weather as a science, and this would basically include weather everywhere at any time.

Thank you, Amy! you know, i am from Russia and in our language there are no articles at all. So it is quite a task for me to put the or a before nouns correctly |

Although I don't know any Russian, I am aware that the English use of articles can be quite tricky for people from Russia.
By the way, you should also keep in mind that "weather" is not usually used with the article "a" unless it is used together with another (countable) noun. For example:

Incidentally, you would answer these two questions differently : 1. What's weather? What does weather mean? 2. What's THE weather? Is it raining/sleeting/snowing? |
