Yes, 'quite a few' can act as a pronoun. It does, however, sit rather uncomfortably in your sentence, since there is some confusion as to whether 'quite a few' is a pronoun referring to people in general or an adjective modifying 'young people'. Your sentence is also overly concessive. I would re-cast:
"There is a feeling that quite a few people, especially young people, spend most of their time sitting in front of their computer screens surfing/accessing/using the Internet." _________________ Native English teacher at Mister Micawber's |

Your explanation is absolutely clear to me. Even so, the verb "go on" which i had checked up in the collocation dictionary also means 'to surf' the Internet and I think it is ok in my sentence.
