Please explain why a sentences contains Has , have or had both in a sentence
e.g.
She has always had their strong backing.
He feels that his father has had a very profound affect on his personality.

Please explain that what is this structure and how can I use it in my own sentences.

It's Present Perfect Tense. "Has" is an auxiliary verb in these sentences and "had" - notional. They just happened to coincide here. =)
Compare:
1) to have breakfast
2) to do

Present Perfect: 1) I have just had my breakfast. 2) I have done it.
Past Perfect: 1) When we came, they had already had breakfast. 2) When we came, they had already done it.

This is the present perfect tense and is used to speak about something that begun and finished before now - a recent event.

Such as:
She has had a bad day.
I have had a bad meal.
They have had a wonderful holiday.
We have had a sandwich.
