From a movie, a guy is teaching another guy how to make girlfriend:

The attitude dictates that you don't care whether she comes, stays, lays or prays.
Whatever happens, your toes are still tappin'.

What does the last sentense mean? is it an idiom?

I've seen that film. It means you're happy either way, with or without the girl. Tapping your toes is a (somewhat uncommon) expression meaning you're feeling good.
