Why the TOEFL® is not accepted everywher on earth?

Why there are some Universities whhere the TOEFL is not considered as being efficient while it is a legal english test. is it not so valuable as we think it to be, pelase?

For example, south african Universities doe not accept the TOEFL to aply to them.

Actually, there are nowadays 6000 universities in 130 countries that accept the TOEFL (Is that enough?).
