Marketing:
Needs forecasts of demand to plan sales strategies

I mean in simple or plain English:

If you need to plan sale strategies you must know the deman of the selling production in time

I would have written the first one as "Needs demand forecasts to plan sales strategies."

This means that a person needs to have the predictions of customer demand before he can plan his sales strategy. He can't do his work unless he has them.

I don't understand about half of your second sentence.
