Which is correct?

Responsibilty lies on each of us.
Responsibilty lies with each of us.
Responsibilty lies in each of us.

According to the source I am looking, (1) is incorrect usage and the other two are correct.

I think (1) is a common usage !

(1) is wrong. (2) is the correct answer.

There is no explanation for that. It just is.
