I think we must see the context.

If we see the sentence above: Write up similar to complete something by writing..., doesn't it?

The context exists in the original sentence above, Rinson. You must use common sense in almost any context, and we do not suppose that Jim is creating the contract from notes on a napkin. He is simply writing the contract in a hurry.
