what does means ' peer over at'? How and where we can use that. I would be grateful for your aid. regards

I copied the "peer over at" and Googled, here is what I got:

1) Yoga, among other things, teaches us to turn inward and turn off the tendency to
peer over at our neighbors.

2) I peer over at her bed, and in the dark, I can just make out the outline of Mrs
Kerrigan, sitting bolt upright. [from a story in The Telegraph]

Along with the fish, I would like to teach you the fishing :) Let me see now, what can I learn from you :)
