A roaming agreement is a contract between two or more mobile network providers. For example, if you have a cell phone plan that includes a roaming option your SIM card automatically registers your phone in the mobile phone networks of the foreign network operators when you travel abroad. In other words, you can use your mobile phone in different countries.

It depends on the context. A roaming agreement usually is a multinational agreement but in a very specific business context. The term 'multinational agreement' is usually used in a political rather than a business context.
