Yes! as;
1. "To learn English is very important to me" (to), is an infinitive, which is correct and 2. "Learning English is very important to me" (learning) is gerund, also accepted in Modern English. But no.1 is better way to say. |

"Learning English is very important to me" is MUCH better to say that "To learn English is very important to me", although they are slightly different things.
"Learning English" means you are STILL learning.
"To learn English" means you want to, and suggests that you haven't learnt it properly yet, which we all know is wrong If you wanted to say WHY you are learning English, you might use this phrase, but make it the object: It is important for me to learn English BECAUSE...
Infinitives can be used to start sentences, but as it sounds more poetic, it's normally used in poetry and stories, as in Peter Pan: "To live, would be an awfully big adventure".
