without means that you don't have something, so your name is definitely not on the list....

Arriving at a restaurant without a reservation means that you have not called ahead and asked them to save a table for you.

My question is not clear.
What I'd like to know is ....can I use the word "register" in this situation? or is there any other word to express that I need to be on the list ?
Thanks for any response.

You wouldn't say "register". You would say "make a reservation", "get a table" or "get on the list".
