What's the difference between idioms and proverbs? When we call an expressions an idiom and when proverb inother words how can we recognize an idioms?

An idiom is just a group of words with a different meaning than their sum: he's got a chip on his shoulder.

A proverb is a traditional saying which carries some moral or practical social message: A stitch in time saves nine.

Some idiom lists and proverb lists confuse the two.
