I could not understand the usage of EVEN HOWEVER / EVEN HOWEVER MANY, I was doing an exercise where I have to replace IF with HOWEVER / HOWEVER MANY. The examples are as follows.

Crime is a problem, even if you go to relatively safe country.
Crime is a problem, even wherever you go to relatively safe country.

Computers are difficult things to understand, even if you read a lot of books about them.

I think HOWEVER means BUT ???

Please elaborate

However means "but", but all of the examples are wrong! They are in very bad grammar!

Where did you get those sentences? Do NOT imitate them!
