You have the answer in there. It is a type of strong wind carrying heavy snow that comes on in winter. The 'blizzard' is usually found in very cold regions and high altitudes and blows at a speed of some 30-35 miles. Because of the snow component in it, the visibility may get reduced very much. The opposite may be the sand storm found occurring in desert areas, which explains the way the Arabs dress, both men and women - covering their whole body and even have a veil to cover the face when necessary.
