'Nippy' means 'bitingly cold' To nip at something to take a small bite. Squirrels nip. Here in this context it means the climate is very cold. 'Mild' may mean acold that is not in any way severe but enjoyable.

Generally speaking, "biting cold" means "extremely cold", and "nippy" means "a little bit cold".

In bitingly cold weather, I might choose to wear a down-filled jacket. In nippy weather, a lightweight sweater would generally be adequate.
