Is than an english question or are you after an environmental debate? :wink:

Eco-tourism is compatible (fits with, is in harmony with) with conservation - Eco-tourism is intended to promote responsible development and tourism activities that minimise impacts on the environment. That is, it encourages conservation of the natural environment that the tourists are paying so much money to go and see.

If you were asking are the terms synonymous, I'd say no.
