Which one is correcter or neither.:

1. I had been working in the Governments Departments since 1967 to 1988.

2. I have been working in the Governments Departments from 1967 to 1988.

1. can be correct if you add a proper time reference e.g. in the past, when the action is finished and then, for instance, is 1989
you became a famous pop star and do not work in the Governments Departments no longer :-)
2. I don't really know :]

Neither. I worked in the Governements Departments from 1967 to 1988.
