Goals have to be set in such a way to ensure staff extends themselves so that they maximize their job satisfaction as well as meeting corporate goals.

I mean:
As the Goals are arranged in a proper way, the staff can get more job satisfaction, develop their job skills and at the same time all the staff can equally obtain their Goals

Goals have to be set in such a way as to ensure staff extend themselves so that they maximize their job satisfaction as well as meeting corporate goals.

Extend oneself does not mean just develop one's skills oneself; it means make an effort generally.
