When you turn on the computer, you START it. When you shut it down to start it, you RESTART it. If you need to START it again the third time, is it correct to say that you will RESTART it AGAIN? Is it redundant because prefix RE means AGAIN?

Hi Frank,

In the situation you have described I think it would be correct to say I'll restart or reboot my computer again. You are right in saying that restarting your computer is a specific action that involves shutting down the system and then rebooting it. So you restart your machine a second time which actually means you start it the third time.
