"People talking without speaking ,people hearing without listening",what is different between talking and speaking? Thank you very much.

It means the people are talking but not communicating, or without saying anything worthwhile.

This is poetic language.

Thank you, but i just want know why it like this :"people talking without speaking",not like this:"people speaking without talking",what is different between "talking" and "speaking"

speaking and talking maybe understood with the sentence "hearing and listening". While hearing we don't understand and while Listening we pay attention to understand what the other person is saying.
