It can also be foggy when it's warm so there is no direct link between 'cold' and 'foggy'.

'Chilly' and 'cold' are synonyms. 'Foggy' and 'cold' are not.

1.
mild and refreshing; soft; soothing: 'balmy weather'.

Hi,
Balm(elder) is a small shrub with white flowers.
Balmy is related to fragrance of balm.
1-Pleasantly warm ,Glomy is an adjective (balmier, balmiest) (of the weather).
2- mild ,soothing and pleasant ("Balmy days and nights").
3-informal or slang terms for mentally irregular, Eccentric in behavior ("It used to drive me balmy").

The other two definitions you give are fine, but not this one! Although it sounds the same, the word required to match these definitions is barmy. It means anything from slightly crazy to very foolish.
"It used to drive me barmy."

Balmy would be the equivalent of barmy in the US.
