There is an error in this question( test# TOEIC/ M287) :

4. n. adverse opinion

(a) survey; review; news reporting; insurance
(b) harvesting machine
(c) one of several separate payments into which a debt has been divided; section; portion
(d) wooden box; old car; old plane

Since the given answer is (c), I think the question should be " instalment".

In TOEIC, do they give the word and ask for meaning or otherwise?

Basically yes. They give a word and ask for its definition or reversedly give the meaning and ask for the word.

Since I had once pointed out a similar error in reverse form ( The question was "one of several separate payments into which a debt has been divided; section; portion " and the given answer was" adverse opinion" ) and some one afterward modified it by changing the answer to " instalment', so I think it's just the same in this case.
