Please, tell me what does it mean: to move down to a place?
Ex. Raymond moved down to Virginia, which is near Washington.

For your reference.
Words like down or up indicate directions. In your case, down refers to southward (imagine you are locating a certain place on a map). So, it means moving southward.

My dear,

Down can also be used to indicate things bad. For example, Tom felt quite down yesterday. It means Tom felt upset, unhappy or frustrated for some reason. I look down upon those selfish people. It means I am scornful of those selfish people. Therefore, in your case, it indicates that the man has to move to another place with poor living condition or lower living cost, especially when compared with the place he used to live in. For example, due to some financial troubles, I will move out of the city which is of high living cost and move down to a small county.
