Difference between Must and Have to

Before I have read Headway article, I thought, that "must" is used to express obligation comes from 'outside' world, and 'have to' from 'inside' world. But Headway says opposite. Who is right? I or Headway?

Text below is from Headway, where they explain when use 'must' and when 'have to'.

Have to expresses strong obligation. The obligation comes from 'outside' - perhaps a law, a rule at school or work, or someone in authority.
Examples:
1) Yo have to have a driving licence if you want to drive a car. (That's the law).
2) I have to start work at 8.00 (My company says I must.)
3) The doctor says I have to do more exercise.

Must expresses strong obligation. Generally, this obligation comes from 'inside' the speaker.
Examples:
1) I must get my hair cut. (I think this is necessary.)
2) You must see the Monet exhibition. It's wonderful.
3) You must give me a call when you're next in town.

Hi Zim,

Both these modals express obligation and necessity. 'Must' usually expresses this from the speaker's point of view and 'have to' expresses the obligation and necessity from another person's (from another source).

This sentence shows both modals: I must say good bye now or I shall be late and my boss says I have to be back at work at 2 o'clock.
