Hi,
This is now a very popular expression. If businesses for example 'compete on a level playing field', it means they both have the same chances/the same circumstances in which to operate. If a government gives financial help to one type of industry and not to another, you could say that different industries aren't competing on a level playing field.

Hi Kob Khun Ka,
Please read What is a meaningful title?
Instead of 'meaning?? please !!' you could have written 'to be given a level playing field'?
