What's the difference between

(1) Do you think he took offence (= was upset) at what I said about his hair?
(2) he took it personally

He took offence can contain an element of "aggression" and does not necessarily mean that "it" affected him personally.
He took it personally does not contain such a high feeling of aggression and means it disturbed him "inside his mind"

He took it personally gives a feeling of upset, sadness and inner disturbance.
He took offence gives a feeling that if you said or did it, you better prepare for a return attack.

But depending on context, they could also mean similar things.
