OK; let's take a look at the test you are referring to:

Test No. errors/elem-13 "Telephones", question 3

If you call from another country you must to put that country's code in before the city code.

(a) call
(b) must
(c) before

Test No. errors/elem-13 "Telephones", answer 3

If you call from another country you have to put that country's code in before the city code.

Correct entry: have
The error was: (b) must

As you can see the correct answer is have to put that country's code in because this is the construction:

have to + verb.

The modal verb must is not followed by to:

I must go now.
You really must talk to him.
