The best thing is to talk to the school you are applying to. It depends from school to school, department to another. they might not answer with exact numbers but they can always give you an idea.

from what i have heard anything above 1300 is good

it depends on the major but well above 1300 is sort of good for engineering (when considering good institutes). Best institutes may require a bit higher (say above 1400). Good and best schools also highly appraise the research experiance when considering making scholarship offers...
