Please give us the sentence or context. I suppose it is a euphemism for a stronger epithet, with no specific meaning, however.

This word - Swishing heck - in a novel named “The tail of Emily Windsnap”. Two young mermaid girls discovered a shipwreck, they entered inside and tried to open every door but they were not successful. Then they discovered another one. This is context:
"Shona tossed her head as she leant forward to try the handle, her hair flowing out in the water. The fish darted away.
The door swung open.
"Swishing heck!" she breathed.

Yes, no specific meaning-- it is just an imaginative coined exclamation by the author, on the lines of a more common epithet, 'Flaming hell!' ('Swish' is a verb describing the movement of a fish's tail or fin.)
