In My opinion government is a body that decides for the nation...."change of heart" does not go with the concept very well. "Change of Opinion sounds better with the organizational or government bodies as its a collective decision of a group of people of various opinions.

Let me know if I am wrong

Change of heart is an idiomatic expression and it's the only correct option here.
