Did you mean adapt not adopt? (a•dopt - To take into one's family through legal means -and raise as one's own child.)

adapt - to make suitable to or fit for a specific use or situation.
ajust - to change so as to match or fit; cause to correspond.

I do not think one can adapt or adjust the weather at will. You can get used to the weather or endure it. You can adjust or adapt to the weather, to train yourself to be more enduring or learn to dress appropriately for the weather. Were I live the weather is almost always very hot. If there is a cold spell, a lot of people either overdress or underdress because they do not have a chance to learn how to dress appropriately for the cold weather. People who live in cold places know how to dress for the cold.

In this case these words (adapt and adjust) are synonyms.
