Hello.

May you please correct the text below and choose the options in bold.

The Philippine’s military plans to hire shorter people from now on
According to the new law, people with even 152 cm are eligible /qualify to join the army. According to the authorities, one reason behind/for the change of structure is /lies in the fact that the average height of the people of the country is not so high./the people of the country are not high in tall/height and placing tall restrictions may deprive the military of people having shorter tall but higher skills.
A military official said: unfortunately there have been numerous cases until now that skilled people have enrolled in the army, they, however, failed to be admitted just because of not meeting the height standards of the body.
In the country, both men and women can join the military service/serve in the military

The {Philippines'} military plans to hire shorter people from now on.

According to the new law, {even} people {shorter than} 152 cm are eligible for / qualify for {both correct} {joining} the army. According to the authorities, one reason behind/for {both correct} the change of structure is the fact / lies in the fact {both correct} that the people of {their: because the authorities are talking} country are not {very tall}, and placing {height} restrictions may deprive the military of people {who are short} but {have} high skills.
A military official said: unfortunately there have been numerous cases, until now, {where} skilled people have {applied for} the army, {who}, however, failed to be admitted just because of not meeting {body} height standards.
In the Philippines {"the country" also means "rural areas", that's why it is better avoided here}, both men and women can join the military service / serve in the military {both correct}.

Don't mention it. By the way, I added one more correction: "applied for" instead of "enrolled in", since they were not actually enrolled - they were rejected before they would have been enrolled.

I would appreciate you If explain to me the reason why you used "where" in the sentence:
unfortunately there have been numerous cases, until now, where skilled people have applied for the army .....
Why not " that" OR "which"? As far as I know" where" is used for places.

"Where" is used for places, but it can also be used instead of "in which". Here, it is a figurative kind of place. You say "in this case": you use "in" figuratively, since it is not really in an object.
In this case, "that" would be wrong because the relative pronoun/adverb refers back to "numerous cases" and must represent "in these cases" (you would replace it with "in these cases" if you had been forced to end the previous sentence with a full stop). In other words, the relative pronoun or relative adverb functions as a figurative place in this subordinate clause.
