The expression "it's a shame" (not the word 'shame' by itself) in this context means that the person is sorry that there is no roast beef left.
It is a shame means that it is unfortunate or disappointing: It's a shame that he didn't go to college. Synonyns are "it is too bad," "it is a pity," "unfortunately," etc.
