How to create a poll?

Hello, could someone please let me know how to create a poll on the forum?

I reached this under FAQ -- www.english-test.net/forum/faq.php#17.

It says that I should have permission to create a poll. When can I have that permission? Or should I just send the options for a poll and someone else would create the poll?
