Hi,
I think it is used whenever someone wants to say "I'm sorry" in a formal/polite way:
I'm afraid we'll arrive late.
Also,it is used when we want to say "No!" to someone's request so that he/she doesn't get sad or annoyed:
-Do you feel like going to the cinema tonight?
-I'm afraid,not.
