Hi,you can't say "must" or "should" here,as the sentence is in past simple,you should use "had to" which expresses necessity imposed by circumstances in this situation.

here "was" word is incorrect ,it should be "must be were",why?

If the message was more detailed, I would have been able to understand it when I read it.

Rule out D immediately. Absolutely incorrect.

" He believes ".... suggests that C is the correct answer, otherwise if B were the correct answer, then it would read, " He said we must ........."

Why not 'must' as a sense of urgency is denoted by 'right away'?

I think "he believes" is the reason as Kitosdad said,so "right away" is no longer important here
