Is the sentence consrtruction correct. The idea is that some people fasts in protest for not not making the hindi language the national language completely

This is a caption accompanying a photo. Is the sentence construction correct.?

The idea is, that some people fast in protest at not making the Hindi language the national language .

As it has surfaced here, I would like to know if we can use the article 'the' before 'Hindi'? It confuses me a lot.

Also, can we remove one of the 'language' words? --
