I know that the sentence 'Everyone is doing that' sounds more natural.

But is 'All are doing that' also natural? Is there a situation where we can use it?

"All are doing that," sounds unnatural. I suppose that there are very rare cases when it might be possible to use it, but I can't think of any right now.
