my question to all concerned is ..i read a article in the news paper and i was interested in an paragraph that said

"the minister boasted that while thousands(almost 9853) of drugs were being imported the opposition leader is complaining about the shortage of one drug"

i do understand the meaning of the above paragraph,but what does it imply and can it used in other context? please explain with examples if possible?

It does not imply anything other than what the sentence denotes. What part do you not understand but would like to use in other contexts?

almost 9853

Why not say almost 10,000.? You cannot say almost with regard to a specific number, although you could say someone was almost 16 years old, meaning they are 15 plus.

I agree. It is oddly put. I can't imagine what the writer is thinking. I would not use it in any context.
