He "mouthed off" at school again and now he is in detention. He really has to learn to be polite when dealing with this teachers

Is 'lips me off' similar in meaning to 'mouthed off'? If it is true and if 'lips me off' is not a fixed phrase, how can we use it to reword the sentence under discussion -- 'He "mouthed off" at school again and now he is in detention'?
