I cannot say that I understand the meaning of your sentence. Did you mean to say that you checked you budget carefully and meticulously (not synonyms for consistently) or that you go over your budget regularly (constantly, frequently, often, rutinely, habitually, repeatedly, time and again, etc.)?

Neither can I! I got the sentence from a show. I'm not sure if it'll help or not but speaking of the context "the editor in chief is standing in front of his staff and saying "We've been consistently over budget every issue. "

It might mean that they discussed budget in every single issue of the publication. Then consistently is a very good word. Systematically is a synonym.

Receptionist and Assistant of the Creative Director: "Boo!"
Assistant of the Editor in Chief: "Come on! An office party at the office. That'll be fun."

I wonder, why some context came up in the post #9 and not in the post #1? Were we expected to guess? Not everybody is into puzzles.
BTW, what is "so wrong"? What did they discuss before that?

"Consistently over budget" was clear from the start, without further context.

It's a commonly used phrase, meaning "we have regularly exceeded our financial budget every issue".
