The correct answer is A. Because the whole sentence is in the past tense

C would form a sentence that made no sense.

D people said ..... past tense he appears.......present tense.

B can only be valid if you were to say." He was a man ". " He appeared to have the eyesight of an eagle, and the courage of a lion. "
