D, because it is a correct sentence. It makes sense, whereas," " that the music " sounds like the ending of a much longer text.

You could use "That the music" in a sentence like this:

"That the music of Elvis Presley is banned in seven different countries across the world is a travesty!

Worded differently: It is a travesty that the music of Elvis Presley is banned in seven different countries across the world.

(though I would advise deleting "different" and either replacing "across" with "around" -- since the earth is a sphere -- or simply deleting "across the world" altogether.

It is a travesty that the music of Elvis Presley is banned in seven countries.
