Not in the dictionaries yet, Ed, but I notice that it has musical and gaming connotations, and I surmise that it is a coinage by that segment of our population which are of that milieu.

The idea is that music can conjure up many, varied and perhaps confusing or daunting images in your mind as you close your eyes and listen to it-- much like the effect of a real circus on an impressionable child. Drugs play similar tricks.

A mindcircus then is either anything that generates this kind of mental revelry or abundance of ideas, feelings and images, or the results themselves in your head.
