Hi Amna,

The use of would in your sentence is not really conditional: It would rain is a literary form in the main as a narrative and not usually in conversation. It has the meaning of used to. It would rain in the summer very often means it often used to rain but nowadays it doesn't happen.

Can future go into past?

'Would' is as much past form of 'will', as 'should' is to 'shall.'
Both are not past forms.

Yes, your comments on would when used as a conditional are all right but the questioner wasn't talking about the conditional. The answer I've given refers as I have explained to the literary use.
