Your question should be: What is better - listening or speaking?

I should say you should listen as much as you can but also try to speak as well.

if you want to learn english first you should (listen) to real english conversations -every day-..
because it will help you to (speak) english like a native speaker..

i learned english in my school 12 years ..i finished school and i still can not speak english :(
how shame is it. 12 years!!

but after few weeks i realized, listening is the best way to learn english..
and now i listen to english real conversations every day..

but it doesn't mean just listen and do not do any thing else.
also there are a useful things you can do it to improve your english. read english books, movies, TV shows, (comic books), audio books, articles, newspapers, magazines, forums and podcasts.
things you love to do it.

i do not like the school methods, text books, words lists and grammar books.i spent 12 years with this method it was realy waste for my time :x

listening is the key to speak..
