Hi Volcano,

To be grammatically correct, your sentence should read 'The country had been starting to be saved from the enemies'.

However, even grammatically correct it's still not easy to understand. A sentence can be grammatically correct, and still not make sense.

I'd try something like "The country had begun to be saved from its enemies', which is very similar in flavor to your original sentence.

If you'd like an explanation of why your original sentence wasn't grammatical, or would like to double check, let us know.
